The United Nations Declaration on the Elimination of Violence against Women describes as unacceptable "any act of violence based on gender causes or is likely to cause physical damage , sexual or psychological, including threats of violence, coercion or arbitrary deprivation of liberty, whether occurring in public or private. While affirming the right to equality has long been an integral part of human rights, solo nel 1993, a Vienna, con questa carta il tema della violenza contro le donne entra nel dibattito internazionale. In Italia, la percentuale di donne che hanno subito una violenza fisica o sessuale raggiunge il 32% e per la maggior parte l’artefice è il partner o l’ex partner. L’incidenza è maggiore per le donne separate e divorziate e nella quasi totalità dei casi le violenze non vengono denunciate.
